Uganda’s MOFED Commissioner Isingoma Appointed IMF External Auditor

The Commissioner of the Internal Audit Management Department in the Office of the Internal Auditor General at the Ministry of Finance (MOFED), Hussein Kabyanga Isingoma, has been appointed as the head of the International Monetary Fund (IMF) external auditor committee.

IMF announced Isingoma’s appointment on Friday, December 6, 2024, on their website. The fund added that Isingoma assumed the chairmanship of the Committee (East African Community) on November 1, 2024, for a period of one year ending in October 2025.

According to the IMF, the External Audit Committee (EAC) is a key element of the fund’s governance structure and is comprised of three external experts.

“The EAC has the responsibility of considering, among others, the financial reporting practices, the external audit framework, the system of internal controls, risk management, the internal audit framework, and all other issues relevant for the fulfilment of its general oversight responsibilities,” the statement read in part.

The EAC is also responsible for the transmission of the external audit reports issued by the external audit firm to the IMF Board of Governors through the Managing Director and the Executive Board.

Isingoma is also a member of the International Internal Audit Standards Board (IIASB) of the Global Institute of Internal Auditors (IIA) and has served in leadership positions in several professional bodies.

Isingoma is a Fellow of the Chartered Certified Accountants (FCCA)-UK, Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), and Certified Information Systems Manager (CISM).

He holds a bachelor’s degree in business studies and a Master of Science degree in accounting from the University of South Wales, United Kingdom.

Isingoma’s appointment as head of the IMF external auditor team clearly exhibits the trust the International Monetary Fund (IMF) has in Uganda’s workforce. He will also serve alongside Cathryn Ingram from Australia and Teruhisa Tamai from Japan.
