Police Officer Faces Charges for Forcefully Pushing 60-Year-Old Woman

Assistant Inspector of Police (AIP) Odongo Raphael, a 40-year-old  police officer attached to Busolwe police station, in Butaleja district, was charged to court by the Territorial Police in Bukedi South for breaching the Police Standing Orders and the Code of Conduct.

This follows a viral video in which he was captured aggressively pushing Aweny Teddy, a 60-year-old female, on August 3, 2023, at around midday. The victim fell backwards to the ground.

According to SCP Enanga Fred, Uganda Police Force Spokesperson, in a press release on Monday, August, 7, 2023, police officers, in the course of their duties, are expected to display very high professional behaviour.

“The actions of our officer were found to be in breach of the Police Standing Orders and the Code of Conduct. As the UPF, we expect very high professional behaviour from all police officers in the course of their duties,” said SCP Enanga Fred.

Enanga added that such an act is therefore embarrassing because, instead of protecting the 60-year-old  victim, and the officer was instead aggressive towards her.

According to the statement, a separate case file of wilful obstruction of officers on lawful duty, was also opened against Aweny Teddy, after she tried to block officers from arresting her son, Okello Pius, a senior five student, who attacked PC Mugwanya Samuel.

“It’s during that process that she grabbed the collar of AIP Odongo Raphael Igelat but was forcefully pushed down,” said Enanga.

He informed the public, that it is punishable to assault, attack or obstruct an officer on lawful duty.
