Kampala Road Repairs: KCCA ED Unaware of SFC Intervention

The Executive Director of Kampala Capital City Authority (KCCA), Dorothy Kisaka, has reportedly stated that she is not aware of the intervention of the Special Forces Command (SFC) in the ongoing repairs of Kampala Road.

The revelation was made before the Parliamentary Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE), chaired by Joel Senyonyi, by Kampala Capital City Authority leadership, led by Kisaka. The disclosure was made on Tuesday, June 13, 2023, during the committee’s inquiry into the affairs of the city.

According to Kisaka, she is currently unaware of any interventions by SFC and has not received any communication regarding the possibility of an intervention, including details on the scope of work or budget considerations.

“Have I received any communication as to whether SFC is coming to make an intervention on the roads, the answer is NO,” Kisaka said before COSASE.

She also informed the committee that the Senior Presidential Advisor on Special Operations, General Muhoozi Kainerugaba’s recent tour of the road was a surprise. This followed the Presidential directive on the SFC construction regiment to collaborate with KCCA on city road repair.

However, during her communication, Kisaka stated that as of last week, around 9500 square meters of the road had been completely repaired.

“By last week, the report was that approximately 9500 square meters had been done which represents about 70%,” Kisaka revealed.

According to her statement, however, a significant aspect of the larger project, specifically the localized repairs carried out by contractors in the area, remains incomplete.

Kampala Lord Mayor Erias Lukwago, who heads the political wing of KCCA, expressed reservations about the operational framework governing the engagement of the SFC by the City Hall.

Lukwago expressed his concern regarding the lack of information shared about the undertaking and raised questions about the legality of the execution process.

According to Lukwago, the work plan and budget of the SFC remain unknown.
