Civil society organizations and Non government organizations have always been used by foreign agencies to destabilize African countries and Uganda in particular. Whenever an NGO has been investigated, revelations have shown evidence of financing for illicit activities aimed at discrediting government.
During the most recent riots in Kampala, rioters where being facilitated with drinks and eats between their running battles with security. This is proof that the riots were not spontaneous and that their actions were premeditated and therefore criminal. Many rioters have previously justified their acts by claiming to be part of political liberation struggle but why then do they need facilitation to engage in their struggle?
Consequently, these organizations have had their bank accounts closed legally over questionable transactions. Many a time, they have been found to have large sums of money of their accounts that do not match the activities they claim to do.
And according to the NGO act, any organization that engaged in such a way that is prejudicial to the security of Uganda in effect commits an act of terrorism. The NGOs are also not supposed to engage in partisan politics but they do this as their core mandate.
It is therefore prudent that agencies like the Financial Intelligence Authority step in and investigate especially the financing of these groups so as to intervene where evidence points to such criminal elements.
The security and stability of Uganda cannot be left to these well funded criminal organizations while the blame is squarely put on government. These organizations often claim to fight for democracy and openness and therefore they should not find it difficult to open up where they get their funding from and who the beneficiaries really are.
