πŸ‡ΊπŸ‡¬ President Museveni links success of Al- Shabaab attack on UPDF base in Somalia to corruption by some UPDF commanders
πŸ“Œ President Yoweri Kaguta Museveni has cited corruption by some Uganda Peoples Defense Forces (UPDF) commanders during the deployment of troops in African Transition Mission in Somalia (ATMIS). The President last week accused some UPDF commanders of deploying their guards, relatives and cooks to the ATMIS. His remarks come in the wake of reports of an Al Shabaab attack on a UPDF forward operating base in Buulo Mareer that left 54 soldiers killed, including a commander, Lt Col Edward Nyororo and scores injured.
β€œIt seems one of the suspect factors in the incident could be corruption again by some of these new players in the army. In Somalia, the UN gives big allowances, someone told me that you can get Shs38m in a year when deployed there. Now some of these people (we suspect) who are selecting people to go to Somalia are not doing the right thing as we were doing before… sending welfare cases on a combat mission is the cause of this problem…we are getting more facts about what the mistake was. The mistake really is corruption but we shall get the details,” President Museveni said.
He explained that previously, deployments were done by picking from combat units but that at some stage, all this was abandoned and the commanders started selecting who to deploy and that most of these are their relatives and people known to them.
β€œ… It seems at some stage, some of the people who organize put names of their bodyguards, personal assistants and cooks. They create some sort of adhoc instead of integral units. The investigation will go on and you will see. Somalia is a very dangerous place, if you go there without a plan, you end up in a bad situation for yourself, some of these people do not look at the mission but the money,” the President added.
President Museveni, who has been presiding over a 10-day NRM Parliamentary Caucus retreat at the National Leadership Institute (NALI) in Kyankwanzi on Saturday told members that β€œthe mistake was made by two commanders, Maj Oluka and Maj Obbo who ordered the soldiers to retreat,” noting that the problem was caused by the promotion of a soldier responsible for managing an army shop to a commanding position.
β€œAlthough unfortunate, this incident serves as a lesson to all. The mistake was made by two commanders, Maj. Oluka and Maj. Obbo, who ordered the soldiers to retreat. They have been apprehended and will face charges in the Court Martial,” he said.

πŸ‡ΊπŸ‡¬Β  President Museveni urges leaders to resist cheap popularity
πŸ“ŒPresident Yoweri Kaguta Museveni has urged leaders to avoid cheap popularity but focus on socio-economic transformation of the people they lead. The President made the remarks Sunday, at the closing session of the 10-day NRM Parliamentary Caucus retreat.
“I am hopeful that anybody who inherits the NRA spirit in leadership is capable of resisting cheap popularity, unnecessary debts and the insult of being turned into prostitutes due to love for money, but also, of making a very big contribution to the country,” he noted.
President Museveni encouraged leaders to focus on areas that will bring prosperity to their people. He said the role of a political leader is to supervise Government initiatives such as Emyooga, PDM, Operation Wealth Creation, the Youth Fund and others which target that objective.
“In order to attain transformation, we have agreed that we should haveΒ  improved household income through improved methods of agriculture, industry, services and ICT”, he said.
NRM members unanimously resolved to work with the President to implement the PDM and Emyooga programs to transform Ugandans.

πŸ“ŒThe Forum for Democratic Change (FDC) has fronted Sam Oita Odeke for nomination as the candidate for the Bukedea LC5 by-election. While speaking at the party headquarters in Najjanankumbi on Monday, Party President Eng Patrick Amuriat Oboi said that their candidate had unwavering support among the people of Bukedea District who will rally behind him.
“Oita Sam Odeke is a dedicated and experienced individual who possesses a deep understanding of the needs and aspirations of the people in Bukedea. With his remarkable track record in public service, we firmly believe that he is the right candidate to represent the district’s interests at the LC5 level”, Amuriat said.
He also said the party will front William Okia for Bukedea sub county by-election.
Meanwhile, the Electoral Commission has alreadyΒ  kickstarted the nominations for the LC V chairperson by-elections and other vacant district local council seats. Paul Bukenya, the EC spokesperson noted that during this exercise, the commission will also nominate candidates to contest for positions of councillors in local government councils where vacancies exist and elections will be conducted between June 13-14,Β  2023.

πŸ“Œ17 primary schools in Tapac and Rupa mining sub-counties in Moroto district have received a donation of scholastic materials from the Uganda National Teachers Union (UNATU). The donated items include 714 dozens of exercise books, a carton of pens, three dozen pencils, skipping ropes, and footballs, among others. The head teachers of the beneficiary schools were grateful for the donation, stating that many pupils have been attending school without books, pencils and pens which are essential for their education.
Filbert Baguma, the general secretary of UNATU emphasized their commitment to ensuring equal access to education for children in mining areas. Baguma stated that the provision of scholastic materials was in response to concerns raised by teachers about students’ lack of participation in classes due to lack.

πŸ“Œ Police has summoned Richard Lochoro, the Speaker of Nakapiripirit District after recovering 35 jerry cans of illicit gin from his residence in Namalu Sub County. Michael Longole, the Mt. Moroto Regional Police Spokesperson, confirmed that a security team impounded 35 jerry cans of illicit waragi and that the suspect had been summoned to record a statement. The confiscated waragi was taken to Nakapiripirit Central Police Station as investigations commence. Longole expressed concern over the difficulties faced by the police in combating the trade of illicit gin.
β€œIt is unfortunate that some leaders still condone and promote criminality in their areas of jurisdiction instead of helping joint security forces to fight criminality,” Longole said.

Speaking during a church service in Kirinyaga County on Sunday, Interior Cabinet Secretary Kithure Kindiki said there are about 22 mass graves that may contain multiple bodies. πŸ“ŒSenegal’s Government has cut access to mobile internet services in certain areas because of deadly rioting in which “hateful and subversive” messages have been posted online, it said in a statement on Sunday. The West African country has been rocked by three days of violent protests in which 16 people have died. Last week, the government limited access to certain messaging platforms, but many were able to bypass the outage with the use of virtual private networks. It extended the outage on Sunday to include all data on mobile internet devices in certain areas and at certain times, the statement said. Many across the capital Dakar were unable to access the Internet without a wifi connection on Sunday afternoon when protests had generally started to gather momentum. Protesters took to the streets after a popular opposition leader Ousmane Sonko was sentenced to two years in jail in a two-year-old rape case, a sentence that could prevent him from running in the February presidential election.
