Deputy CJ Urges Judges to Address Delayed Judgements, Rulings

Richard Buteera, the Deputy Chief Justice, has urged judges to address the growing problem of delayed delivery of judgements and rulings.

He made the call on February 22, 2024, at the Imperial Golf View Hotel, Entebbe, during the Quarterly Performance Review Retreat for Heads of Circuits and Heads of Divisions and their deputies.

“I also implore you to write quality judgements and rulings. This is because judgements live beyond us and are permanent records read by everybody,” Buteera said.

Buteera noted that the issues brought up at each station have been brought to light and that it is vital to follow the plans put in place to lessen or completely eradicate the backlog of cases.

He highlighted the need to work together with other justice actors to promote coordination, cooperation, and collaboration among justice institutions.

Principal Judge Flavian Zeija reechoed Butera’s message, who observed that “delayed judgements and rulings are still a major concern for many court users. We must strike a balance between hearing cases and delivering decisions. Kindly avoid issues of accumulating many pending judgements to avoid causing unwanted frustrations to litigants.”

The retreat was aimed at evaluating performance, setting targets for the next quarter, and caseload management.
