As part of the anti-terrorism measures, President Museveni has mandated that visitors entering places of worship and hotels must henceforth display their identity cards.
The instruction comes in the aftermath of six bombs discovered by security last week in various sections of Kampala.
“The main point of precaution is that anyone you don’t know should not enter your church, mosque, or bar. You can check whoever enters; the same should be done for hotels and lodges; ask for IDs for whoever comes to book a room,” said Museveni.
Museveni further stated that any strangers entering the church without IDs should not be allowed to enter, and anybody new must be reported to the police. In bars, since the drinkers know each other and if anyone is new, they should be challenged and checked before allowing him or her to enter these places.
Museveni also noted that previously, the terrorists used to use people known to the communities to move with the IEDs, but since they noticed the tactics, they changed in favour of strangers.
“You see, these people (ADF) are foolish; they use people who are not known, new people in an area, which is a disadvantage to them because such people are easy to deal with. For hotels and lodges take particulars of people who come there.
Museveni also said that photos of the ID cards, pictures, and their phone contacts should be taken. Receptionists must not allow anybody to book without showing their ID cards, which must be recorded.
He said the same should be done for landlords before allowing tenants.
The president said if followed to the dot, these measures will ensure the terrorists are not harboured in these places.
