The Buikwe District Deputy Chief Administrative Officer (CAO), Peter Gidongo Wasagama, has hailed the government for bringing the Parish Development Model (PDM) to the parish level.
According to Wasagama, out of the many government programs meant to help the community, PDM funds go straight to the parish.
He said this while opening a PDM beneficiary data capture training exercise on June 17, 2024, in Lugazi municipality, Buikwe district.
Wasagama commended the government of Uganda for functionalizing the Parish Development Committee (PDC), saying that with PDM, the committee is a big structure in providing oversight roles to the parish chiefs.
He added that whereas other programs, like YLP, NAADS, Emyoogya, SAGE, and WLP, among others, target a specific group, PDM has brought all these clusters together.
The CAO thanked the Internal Security Organization (ISO), which is spearheading the PDM beneficiary data capture training exercise, for always giving the local government sport-on information that supports the community.
“I trust that we can move Uganda forward if we continue to work together to successfully implement PDM,” Wasagama said.
He also encouraged the beneficiaries to stick to their initial enterprises for monitoring and accountability purposes.
The Buikwe Community District Officer (CDO), Milly Bulega, said that beneficiaries misused the PDM money because they thought they were receiving a token from the government.
“The first batch got their money in the same period of elections, and they thought it was an expression of appreciation from the government for putting President Museveni in power,” Bulega said.
The PDM beneficiary data is being captured on the Zaidi App, which is an ISO-developed system meant to enhance transparency and data collection, capture beneficiary information (PDM businesses and physical addresses), and create a reliable database for future government planning and monitoring of PDM projects.
