Three Rakai District Officials Arrested for Diverting School Furniture

The Inspectorate of Government (IGG) on Monday July 24, 2023, arrested three Rakai officials, including the District Education Officer (DEO), Deputy Chief Administrative Officer (DCAO), and Vice LCV Chairperson, over alleged diversion of government property.

The arrested are CAO Edward Kamya, DEO Stephen Ssemutono, and Vice LCV Ismael Bwanika.

Kiyimba Sarah, the Rakai Resident District Commissioner (RDC), said that she detected the irregularity and instructed the police to open up an investigation to have the culprits arrested and prosecuted.

“Diversion of government property to private business is wrong, the culprits must be held accountable; such impurity within our leaders must not be handled lightly,” said Kiyimba.

Last week, the district council vice chairperson was summoned by police to answer questions concerning the alleged diversion of government furniture allocated to UPE Primary School under the School Facilities Grant (SFG).

The furniture was meant for the Church of Uganda-founded Kiganda primary school under the UPE programme, but the furniture was located in the neighbouring private secondary school at Kiganda in Luanda sub-county, Rakai district.

Kiyimbe instructed the police to summon the relevant authorities to explain how the furniture ended up at Kiganda private secondary school.

The furniture was collected and handed over to Rakai Central Police Station as exhibits.

The suspects will be referred to the Anti-Corruption Court in Kampala.
