The Resident District Commissioner (RDC) of Kalungu, Dr. Paddy Kayondo, has ordered the Kalungu Chief Administrative Officer (CAO), Rose Nalumansi, and parish chiefs to disburse the remaining Parish Development Model (PDM) funds that have been seated on the district account for long, yet the government released them for the locals to alleviate themselves from poverty.

These remarks were made on August 22, 2024, after the locals complained to Dr. Kayondo that they hadn’t gotten the PDM funds even after forming groups and providing the necessary requirements.

During an interview with Dr. Kayondo, he said that the government gave Kalungu district around UGX 3.7 billion as PDM funds to help the locals eradicate poverty but was surprised that only UGX 2.137 billion was disbursed amongst the locals, and a balance of around UGX 1.5 billion was still on the district account and hadn’t been used.

Dr. Kayondo stated that the fact that this money is still on the district account shows how negligent and unserious the parish chiefs are and how they are disrupting the success of government programs.

‘’I have ordered the district CAO Nalumansi to meet up with the parish chiefs and find out why they have not yet given the locals the remaining balance of 1.5 billion UGX despite them providing the necessary requirements to attain these funds,’’ Kayondo stated.

Dr. Kayondo emphasized the urgency of the situation and asked the CAO and the parish chiefs to distribute the remaining funds by the end of August to the intended beneficiaries.
