Police have summoned all the security officers who were deployed to safeguard an end-of-year event at Freedom City following the stampede that claimed the lives of 10 people on December 31st in Kampala.
SCP Fred Enanga, the police spokesman, confirmed on Wednesday, January 4th , 2023, that several security personnel from the police and other sister agencies will be interrogated over the catastrophic incident.
Others summoned are the proprietor of the venue, managers and other event organizers, the master of ceremonies (MC), ushers, bouncers, and private security guards who were attached to the event.
“Today, we have summoned for questioning the proprietor of the venue, the managers, other organizers of the event, the masters of ceremony, ushers, bouncers, and private security guards who were dedicated to the event,” he said.
He said that the parents of the deceased children will later be summoned to establish how the children left them and ended up in the masses, thus being stuck and stampeding at the entrance.
The police report indicates that a task team is actively investigating the catastrophic end-of-year incident.
On Tuesday, the Freedom City event promoter, Abby Musinguzi, was arraigned in court and subsequently charged with nine counts of rash or negligent acts causing death, contrary to Section 277 of the Penal Code Act.
It is a norm world-wide that on December 31 of every year, people celebrate with activities such as night prayers and the display of fireworks. Police in Uganda issued safety guidelines to usher in the New Year 2023 and cleared 1597 sites for fireworks displays.
