PAC Issues Summons for Arrest of Tourism Ministry Permanent Secretary

The Chairperson, Parliament Accounts Committee (PAC), Muwanga Kivumbi, has issued a summons for the arrest of Doreen Katusiime, the permanent secretary of the Ministry of Tourism, saying she habitually refuses to respond to accountability queries.

Kivumbi issued the summons following accusations from the members of parliament who noted that Katusiime is in the habit of dodging accountability queries and always delegates her juniors to respond.

He made these remarks today, March 14, 2024, while chairing the PAC handling the Ministry of Tourism accountabilities at Parliament.

According to Kivumbi, Katusiime has been wasting the committee’s time and making a fool out of them.

“Do you know where the accounting officer stays? I am going to give her a criminal summons, CID. You accompany the undersecretary; go to her home and get her here. This business of wasting our time will not be tolerated,” Kivumbi said.

Kivumbi went ahead to say that, last year, the permanent secretary made similar moves, forcing the committee to consider the audit report of the Ministry of Tourism.

“This is a habitual person in terms of dodging parliament and accountability committees, and I have looked through the file, and because of her behavior, the committee was forced to consider the report without her appearance, and she is back at it again,” Kivumbi added.

PAC is responsible for auditing the revenue and expenditure of the Government of Uganda, examining the audit report presented by the Auditor General AG in Parliament, and checking on the government’s expenditure bill.
