Musa Bukenya, the Councillor for Mpigi Town Council, has urged landlords in the district to register new tenants with their local council leaders so as to create a clear record of residents and their families with the aim of facilitating easier identification in cases of emergencies or conflicts.
Bukenya highlighted the significance of the tenant registration process during a village meeting in Katwe village on August 13, 2024. He explained that having accurate information about who resides in the area would enable local leaders to respond more effectively to any issues that may arise.
The councilor made these remarks following the incident where a 30-year-old man brutally stabbed his 35-year-old brother-in-law due to unknown reasons.
The incident happened in Katwe village, Mawonve ward in Mpigi Town Council, on August 12, 2024, at around 9:00 p.m. The deceased was identified as Jackson Ntakisa, while the suspect has been identified as Bosco Nzayi.
According to their neighbors, Nzayi and Ntakisa had an argument that escalated into a fight, and this led to Nzayi brutally stabbing Ntakisa, who bled out and died on his way to the hospital.
They added that the two friends came from Kisoro district to Kampala four years ago and have been living together in the same rental house until recently, when Ntakisa went to Kisoro and brought his sister, whom Nzayi later started courting, which made them start living in separate rental houses but near each other.
One of the neighbors, identified as Kagimu, revealed that Nzayi and Ntakisa recently had a fallout with each other, but they do not know what caused it.
Kagimu added that the duo has been arguing on a daily basis and could not understand because they would argue in their home language.
’’When Nzayi and Ntakisa were arguing, we thought it was one of their usual arguments, but we were shocked when Nzayi brutally stabbed Ntakisa despite their relationship, and he died on his way to the hospital as we were rushing him there,’’ Kagimu revealed.
Nzayi and his wife are currently on the run; however, a manhunt has been established.
As authorities search for Nzayi, Bukenya reiterated that the registration of tenants with local councils is crucial for enhancing community safety and fostering accountability among residents. By knowing who lives in their neighborhoods, local leaders can better address conflicts and emergencies, ultimately contributing to a safer environment for everyone.
