On December 31st, 2022, Ugandans woke up to a shocking dossier pinned by the OWC Coordinator Gen. Salim Saleh expressing disappointment in the Lord Mayor Erias Lukwago for badmouthing him and consequently threatening to withdraw support that Lukwago had been enjoying for years.
“Gen. Saleh (Rtd) to Lord Mayor Erias Lukwago. Dear Brother, I’m very offended by what you have said about me. I have withdrawn all the support I have been giving you in your fights until you apologize. Like Archbishop Ssemwogerere said, “Obulimba nobukyayi, yakusabila,” Gen. Saleh’s dossier reads.
Lord Mayor Lukwago has since remained silent about Gen. Saleh’s dossier, a move that has sparked a huge wave of shock and debate between the opposition and NRM apologists. His silence has also triggered debate.
“I don’t care what people say about me; time is everyone’s friend, especially those who are outside, time! If it’s the will of God, there will be a time when people are going to be shocked when they know who the real moles are,” Gen. Gregory Muntu, the Chairman of the Alliance for National Transformation, said.
Minister Nobert Mao, the DP President general, said, “He laughs best who laughs last!”
He has come out to express his excitement about the ‘real moles in the opposition getting exposed.’
Mao had previously been chastised by opposition politicians, including Lukwago, following President Yoweri Museveni’s appointment of him as a minister.
Ofwono Opondo, the government spokesperson, said he is ready to testify in court, confirming how troubled Lord Mayor Lukwago has been transacting with Gen. Saleh.
“I saw on numerous occasions a Kampala top politician then having difficulties at the KCCA meeting with Gen. Saleh 2016/17 at Serene Hotel in Mutundwe. I can give evidence in a court of law,” Opondo revealed.
Sources privy to the claim revealed that Lord Mayor Lukwago has for years been enjoying both financial and political support from the ruling NRM regime through Salim Saleh.
In his dossier, Gen. Saleh emphasized how the NRM regime has enhanced peace between its supporters and opposition boosters by demolishing all negative aspects like tribalism, lawlessness, corruption, emotional politics, and tyranny, among others, which used to ignite hostility in the past.
Another source within the opposition revealed that many opposition leaders are clandestinely working for the interests of the ruling party, including leader of the opposition Mathias Mpuuga, NUP Secretary General MP Levis Rubongoya, and MP Asuman Basalirwa, among others.
In 2017, President Yoweri Museveni said there was no genuine opposition in Uganda, describing some of the people who oppose his regime as disgruntled people, and also vowed that he would have no opposition left by the time of the 2021 general election.
The president’s statement attracted wide condemnation from several opposition political leaders, including Dr. Kizza Besigye, FDC founder, and Lord Mayor Erias Lukwago, among others.
