ZAIDI App: Gov’t Introduces New Technological Initiatives to Enhance Effectiveness of PDM Program

The government of Uganda has introduced two innovative technological initiatives, the ZAIDI App, to enhance the efficiency and effectiveness of the Parish Development Model (PDM) program. These initiatives aim to ensure transparency, accountability, and the successful implementation of various government initiatives and services.

The Wendi payment system which was introduced in November 2023, has already proven to be a tremendous success in addressing concerns related to banking malpractices and limited access to physical branches, leading to difficulties in accessing funds. With this secure and convenient mobile wallet system, beneficiaries of the PDM no longer need to travel to Iganga for disbursements or repayments.

Ronald Katende, the Luuka District Resident Commissioner (RDC) also noted that the app simplifies the process but also reduces security risks associated with cash handling, as pointed out by.

Building on the success of the Wendi payment system, the government has introduced the ZAIDI App. Developed by the Internal Security Organisation (ISO), this app aims to facilitate the tracking of government programs and ensure efficient monitoring and resource utilization. Col. Charles Ndawula explains that digitalizing data capture will provide accurate information on program beneficiaries, allowing for better monitoring and evaluation of the initiatives.

“The ZAIDI App will help in ensuring transparency, efficiency, and accountability in the execution of various initiatives and services by government entities,” said Mr. Katende. The app will enable ISO staff to closely monitor the progress of beneficiaries, digitally capturing photographs and crucial information, which will be made available to the president. This data-driven approach will establish accurate records for all beneficiaries, helping in making informed decisions and better resource allocation.

The training session, held at Luuka District, marked the launch of the Data Capture Exercise on May 28th, 2024. During the event, Gombolola Intelligence Security Officers (GISOs) received training on the usage of the ZAIDI App. The data capture exercise will commence on May 29th, 2024, across different sub-counties within the district.

Mr. Mugoolo Richard, the Chief Administrative Officer of Luuka District, reported that the district has already achieved a 100% disbursement rate, signifying the successful transition into the stabilization phase. The district is actively monitoring 6,963 PDM beneficiary enterprises on the ground, ensuring the funds are being utilized effectively.

District Chairperson, Mr. Simon Wakaze, reiterated the commitment of Luuka District to support the Data Capture program. He highlighted the importance of abandoning ad-hoc planning methods and embracing the opportunities provided by these technological initiatives for effective fund monitoring and utilization.

The introduction of the Wendi payment system and the ZAIDI App represents a significant step forward in the government’s efforts to achieve social and economic transformation. By leveraging modern technologies, the government aims to move 39% of households in Uganda from subsistence living to active participation in the money economy. With these initiatives, Uganda is paving the way for a more transparent and accountable governance system.
