Yesterday, 2nd May, 2023, the parliament of Uganda passed by large the slightly modified version of the legislation adopted in March of the anti-LGBTQ+ bill after President Museveni asked that some provisions from the original bill be relaxed. The bill retained most of the measures, and only four were amended based on President Museveni’s request.

However, Hon. Fox Odoi-Oywelowo MP, Budama North East County, voted against the bill since he couldn’t vote in favor because he had pocketed UGX3.7 billion to contest the bill in court if the President signed it.

“Hon. Odoi could not risk voting in favor of the bill after receiving payment from gay-funders to oppose it in court if the president signed it into law.

“He thought he had another chance to persuade other legislatures to alter their thoughts on the law, but he failed since their position against it was so strong,” stated the source.

According to Odoi, the bill contravenes the constitution, does not belong in Uganda’s history books, and will affect funding from the western world.

“The anti-gay bill is dangerous and regressive because homosexuality has existed for a very long time, so the bill will be thrown out on its day in court because it is unjust and criminalizes the minority. The president should not sign it because I will challenge it in court,” said Odoi.

However, Hon. Nsaba Buturo, MP for Bufumbira East County, said threats of withdrawal of aid by international agencies can be addressed in fighting corruption, and homosexuality eludes our culture.

“What we steal from ourselves is three times more than what we get from these arrogant people around the world. I appeal to the President to tackle corruption so that we can stand up against these people and support the interests of our people,” Buturo said.

Odoi’s proposal of deleting the clauses cited by the president and, subsequently, the whole bill was rejected by all MPs, citing moral decay in society.

According to an insider, Odio is under pressure from his funders to ensure that the bill does not become law, which has him on tentacles.
