The Uganda Peoples’ Defence Forces (UPDF) and Rwanda Defence Force (RDF) have convened the fourth Proximity Commanders’ meeting in Mbarara City, running from 20 to 22 March 2025. The discussions focus on reviewing the security situation, addressing cross-border challenges, and strengthening cooperation between the two countries.
The meeting, which began on March 20, 2025, brought together RDF Infantry Division Commanders and Staff led by Brig Gen Pascal Muhizi of the 5th Infantry Division, and UPDF 2nd Infantry Division Commanders and Staff, headed by Maj Gen Paul Muhanguzi. Also present was Rwanda’s Defence Attaché to Uganda, Col Emmanuel Ruzindana.
Both delegations assessed progress on previous resolutions, particularly in tackling illegal cross-border activities and security threats. They also explored ways to foster better relations among border communities and enhance cross-border cooperation.
Maj Gen Paul Muhanguzi emphasized the importance of these meetings, saying they have significantly improved security coordination along the border.
“We continue to assess our progress in creating a safe environment for our border communities. Regular communication between proximity commanders has greatly improved security, and we are determined to uphold the vision of our Commanders-in-Chief and Chiefs of Defence Forces,” he stated.
Brig Gen Pascal Muhizi echoed similar sentiments, appreciating the hospitality extended to his delegation. He noted that previous meetings had successfully addressed cross-border crime and other security concerns.
“These engagements have been instrumental in improving collaboration. It is important that we maintain this spirit and invest more effort to achieve our leaders’ objectives,” he said.
Before the meeting, both delegations visited Ntungamo District, where they were welcomed by district leaders, including Ntungamo District Chairperson Samuel Mucunguzi. He commended the joint security efforts, highlighting the positive impact on local communities, especially in terms of trade and economic cooperation.
The meeting, held at Igongo Country Hotel and Cultural Centre in Mbarara, will run for three days. Previous sessions took place in Nyagatare and Musanze in Rwanda, as well as Mbarara City in Uganda.
Meanwhile, UPDF Chief of Defence Forces, Gen Muhoozi Kainerugaba, arrived in Kigali on 20 March 2025, where he was received by Rwanda’s Chief of Defence Staff, Gen Mubarakh Muganga. His visit comes amid heightened regional tensions, particularly in the Eastern Democratic Republic of Congo and South Sudan. Gen Muhoozi’s last visit to Rwanda was in August 2024 for President Paul Kagame’s swearing-in ceremony.
