President Yoweri Kaguta Museveni has noted that rationalizing the public service structure will enhance efficiency and effectiveness in service deliveries.
He was addressing key issues with top government officials on Tuesday, September 3, 2024, at State House Entebbe in response to ongoing discussions about improving public sector performance.
“Rationalization must go on as the correct system by having a structure that is not extravagant,” Museveni emphasized.
The president also underscored the necessity of rationalization as a fundamental strategy for optimal resource allocation within government structures, with an emphasis on enhancing the efficiency and effectiveness of public service delivery.
In a meeting with the Parliamentary Sectoral Committees on Finance, Planning and Economic Development, National Economy, and Agriculture, the President proposed adopting the Rapid Exchange of Information System (RAPEX) concept, as well as a three-year transitional implementation period for the Uganda Coffee Development Authority (UCDA).
He also called for the establishment of an economic framework based on scientific knowledge, particularly to enhance agricultural service delivery.
The president recommended revising government standing orders to include agricultural scientist personnel at the sub-county level, which he believes will improve guidance on agricultural practices and optimize food production methods in Uganda.
Government officials who attended the meeting included the Prime Minister, Rt. Hon. Robinah Nabbanja, the Attorney General, Kiryowa Kiwanuka, and various government ministries expressed their support for the President’s proposal, recognizing its potential to streamline functions within government.
