President Museveni Pardons 130 Prisoners

President Yoweri Kaguta Museveni has, under Article 121 of the Constitution of the Republic of Uganda, granted pardon to 130 convicted minor offenders.

Frank Baine, the Spokesperson of the Uganda Prisons Services, said on Tuesday, October 22nd, 2024, pardon, granted on October 15, 2024, was based on public health and humanitarian grounds, as outlined in the official statement.

“The pardon was granted on public health and humanitarian grounds. All the pardoned prisoners have since been released,” Frank Baine said in a statement.

Baine confirmed the development, stating that all the pardoned prisoners have since been released. A list of those pardoned shows that most of them are on petty offenses.

Earlier, in 2020, Museveni pardoned 833 prisoners countrywide through the Prerogative of Mercy as a measure against the spread of COVID-19 by decongesting the prison facilities; in 2022, the president pardoned 79 prisoners; and last year, the president pardoned 200 prisoners.
