ORDER: Don’t Charge Fees in UPE, USE Schools-President

President Yoweri Kaguta Museveni has directed head teachers of all government-aided primary schools implementing the UPE and USE programmes to stop the practise of charging fees.

According to the president, charging fees sabotages the government’s plan to promote human resource development, which is needed to implement socio-economic transformation.

“The completion rate in UPE schools is still low (32%), partly because pupils are being sent away from school over non-payment of the so-called lunch fees.Can you imagine? Don’t chase children from school because of lunch. Remove money issues from universal education,” the president said while delivering a lecture to the Central Region Head Teachers’ Workshop at NALI in Kyankwanzi District on January 12th, 2023.

He emphasised that the NRM’s legitimate historical mission to society is to collectively ensure the prosperity, unity, and strategic security of Africa.

President Obama stressed that society can change through correct education, adding that relevant education will cause transformation in society, and this was the reason NRM in 1996, even when the economy was very small, decided to introduce UPE.
