The Rubaga North Constituency Member of Parliament, Abubaker Kawalya (NUP), has accused the Lord Mayor Erias Lukwago of being ignorant about the law governing Kampala Capital City and promised to offer him free lessons about the law.

He says that Lukwago does not know his roles and duties as the Lord Mayor as stipulated within the KCCA Act.

Kawalya said this on Monday, September 30, 2024, while appearing on one of the local media channels.

He said that Lukwago resorted to blame game politics instead of playing his role as a leader.

“Instead of blaming his colleagues, the Lord mayor should learn and understand his responsibilities that are guided by the law. This will help him to serve the people of Kampala better,” Kawalya said.

He says that the law was amended and mandates the Lord Mayor as the political head of KCCA, and therefore, Lukwago should take up full responsibility for all the failures as the head of the institution instead of attributing them to fellow leaders who are even under his supervision.

Kawalya further attributed the current divisions within the City Hall Council to Lukwago’s poor management skills and failure to master his duties and responsibilities.

He says councillors are divided because they lack guidance and end up clashing with the technocrats.

“There’s a need for reorientation of all leaders, including the Lord Mayor, about duty and responsibility. This will help to solve the power struggles within City Hall and maybe prioritizing people’s needs instead of personal interests,” he said.

He accused Lukwago of prioritizing partisan politics as well as personal political interests at the expense of people’s needs as well as development in Kampala.

He said that the time spent in FDC party politics should be channeled to finding lasting solutions for the challenges facing Kampala.
