Ministry of Justice State Attorney Arraigned in Court, Remanded over UGX 100M Bribe

Sam Tusubira, a State Attorney at the Ministry of Justice and Constitutional Affairs (MoJCA), has been arraigned before the Anti-Corruption Court on 16 counts of corruption.

The official was arrested by the State House Anti-Corruption Unit (SHACU), in collaboration with the Criminal Investigations Department (CID) and the Office of the Director of Public Prosecutions (ODPP).

According to a statement released by SHACU on August 13, 2024, the accused, while representing the government in court, solicited a bribe of UGX 100 million from a plaintiff who had sued the Ministry of Lands and the Attorney General for irregular cancellation of his title.

“In order to assist the victim in getting compensated, by the time of his arrest, the accused had received about UGX 43 million from the victim,” the statement read in part.

The statement stated that the accused has been remanded to Luzira prison until August 19, 2024.

This is not an isolated incident; on July 22, 2024, SHACU arraigned Charles Basoga, the Chairperson of Busoga Growers Cooperative Union, before the Anti-Corruption Court on charges of causing financial loss and conspiracy to defraud the government over UGX 4 billion, and he was remanded until August 1, 2024, when he again appeared in court.

On July 19, 2024, SHACU brought Geraldine Ssali Busuulwa, the former Permanent Secretary for the Ministry of Trade, Industry, and Cooperatives, before the Anti-Corruption Court on charges of abuse of office, causing financial loss, and conspiracy to defraud. She was later remanded and committed to the High Court.

The efforts of SHACU, CID, and ODPP is a reflection of the government’s determination to combat corruption at all levels, and by holding accountable those who misuse their positions for personal gain, these actions aim to restore transparency, accountability, and ensure the rule of law.
