Man Remanded Over Fraud in Land Deal Involving Environmental Protection Police Officer

The State House Anti-Corruption Unit (SHACU), in collaboration with the Uganda Police Criminal Investigation Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has charged a one Jackson Kiwabuka with conspiracy to defraud before the Makindye Chief Magistrates’ Court.

Kiwabuka was arraigned before the Court on Tuesday, April 15, 2025, and has been remanded until April 25, 2025, pending further investigations.

According to SHACU, Kiwanuka and Police Constable Alex Katungi, who works with the Ministry of Water and Environment’s Environmental Protection Police Unit, plotted to defraud Mutebi John Baptist of his land in March 2023.

The unit stated that PC Katungi allegedly threatened to evict Mutebi from his land located near a wetland.

“PC Katungi allegedly threatened to evict Mutebi from his land, located near a wetland, if he did not agree to give him a portion of it. Under duress, Mutebi consented to surrender a portion of his land to PC Katungi, who then facilitated the transfer of ownership into the name of Kiwanuka. However, no payment was made to Mutebi for the land,” the Charge sheet stated.

PC Katungi was also previously charged and remanded until April 25, 2025, for demanding money with menaces.

This case follows a pattern of high-profile anti-corruption actions, such as the foiling of a Shs 600 million fraud attempt on a DFCU bank account in January 2025, where another suspect, Gerald Ngabirano, was charged with similar offenses.
