ISO Deputy Boss Cautions Fishermen Against Immature Fishing

The Deputy Director General of the Internal Security Organization, ISO Col Emmy Katabazi has cautioned fishermen in Kalangala district to stop immature fishing as the only way to release themselves from the shackles of poverty.

“When you get small fish of two grams from the lake and deny it to become 4kgs, so you can earn in dollars, then you are going to remain poor. Avoid premature and illegal fishing methods,” he added.

He warned head teachers who send ghost lists of children to the government to defraud money meant for Universal Primary Education,

“You send a list of 1000 primary going children yet only 100 or even less exist. When PLE time comes you claim that they left the schools. Reports have shown that Ugx 1.6 trillion of capitation grants have been stolen from UPE. You stand warned. We are going to arrest you,” he added.

He said this during a thanksgiving ceremony of the newly appointed Kalangala Resident District Commissioner, (RDC) Fred Badda on September 10, 2024, in Kalangala District.

Col. Katabazi also noted that the ruling National Resistance Movement, NRM is a mighty party comprising of the greatest revolutionary leaders therefore it cannot be compared to other pressure groups who claim to be political parties in Uganda.

“Do not compare NRM to groups like DP, FDC UPC. NRM is a revolutionary entity born out of the sweat and blood of fighters. People did not sit in a bar and form the party, they fought for this country,” Col Katabazi noted.

It was formed as a liberation movement through the National Resistance Army. Following this movement known as the guerrilla war, peace, stability, law, and order were restored in Uganda.

Badda in his speech thanked the president for appointing him as the RDC of Kalangala and pledged to serve him faithfully and work diligently to transform Kalangala District.

RDC Badda promised to fight corruption in Kalangala district without sparing anyone regardless of the relationship.

“For the little time I have been in office, I have observed that people expect me not to punish their mistakes because they know me on a certain type of level but I promise you I will enforce the law on everyone,” Badda said.
