FUFA Introduces New Regulations for Player Registration, Training, Compensation, and Shirt Numbers

The Federation of Uganda Football Association (FUFA) executives have approved new regulations concerning the development of players, focusing on player registration, shirt numbers, and training compensation, among others.

In new regulations by FUFA executives on Thursday, August 17, 2023, only a player of 18 years and older may be contracted, and any contract signed on behalf of the player by the club, player, and representative before 18 years of age will be invalid. FUFA will recognise only contracts signed on or after the 18th birthday of the player.

According to Circular Number 1173 by FUFA, in one season, each club may contract not more than a total of 40 players who are 18 years of age or older, and the club academy may register with FUFA not more than 50 minor players.

It further explains that each club playing in the Confederation of African Football (CAF) Club Competitions shall be eligible to register up to 40 players each season from those contracted. Among the 40 players, there shall not be more than 8 foreign players.

And clubs not playing in the CAF Club Competitions shall be eligible to register up to 30 players each season from those contracted, indicating that among the 30 players, there shall not be more than 8 foreign players.

FUFA executives also clarified on the matter regarding the player shirt numbers, revealing that the numbers shall be from 1 to 30 and shall not change for the season unless the player changes clubs.

It is also indicated in the document that in the event of the player’s sale while he is still a double player, or at most one year after being a double player, the primary owner shall be entitled to 80% of the proceeds and the secondary owner to 20% of the sale and resale values.

According to Decolas Kiiza, the FUFA Deputy President, the regulations will be applied with immediate effect.
