Sources within the City Hall have disclosed to this publication that there’s a move by a section of councilors, mostly from the opposition National Unity Platform (NUP), to impeach the Lord Mayor, Erias Lukwago, accusing him of incompetence, being insensitive to people’s needs, and being selfish.
The plot is also being enthusiastically backed by all the mayors of the five political divisions in Kampala.
According to the source, the plot is being spearheaded by the NUP’s Joseph Mubiru, the Rubaga North councilor.
Mubiru is set to move a motion to impeach Lukwago, and the move is said to be supported by the majority of the councilors and division mayors, citing intrigue and personal political interests exercised by their boss in City Hall.
“Rubaga North Councilor Joseph Mubiru is in the final stages of the motion to impeach the Lord Mayor, and soon it will be tabled before the City Hall council meeting for discussion. The councilors are already divided based on the political parties they subscribe to,” the source added.
Mubiru is said to be among the anti-Lukwago councilors who are opposed to his style of leadership and approach to sensitive matters affecting the people of Kampala.
On Tuesday, September 17, 2024, he was among the rebellious councilors when chaos erupted at City Hall during a council meeting.
The group has accused Lukwago of neglecting his duties as the Lord Mayor, ignoring the issues affecting the people of Kampala, and instead concentrating on the politics and interests of the politics and interests of the FDC party.
According to Section 12(1) of the Kampala Capital City Act 2011, the Lord Mayor and Deputy Lord Mayor may be removed from office by a resolution supported by not less than a two-thirds majority of all the members of the Council on cases of abuse of office, incompetence, misconduct, or misbehavior, among others.
Section 12(3), (a), (b) further states that a petition in writing signed by not less than one-third of all the members of the Council and be submitted to the Minister for Kampala setting out and stating the particulars of the conduct or charge and supported by the necessary documents and evidence where applicable.
The Act further gives the Minister powers to constitute a tribunal consisting of a Judge of the High Court or a person qualified to be appointed a Judge of the High Court together with the other two people to investigate the allegations. If the tribunal determines that there is a prima facie case under Section 12(1), the Lord Mayor ceases to hold office.
This will not be the first time Lukwago is facing impeachment from his councilors accusing him of misconduct and incompetence.
If the petition is passed and later found guilty by the tribunal, this will negatively affect Lukwago’s already sinking political career in Kampala, with many people on different social media platforms calling for his immediate resignation from office.
