The Deputy Director General of the Internal Security Organisation (ISO), Col. Emmy Katabazi, has urged the National Resistance Movement (NRM) mobilisers from Busoga region to embrace the spirit of innovation and support the revolutionary struggle.
Col. Katabazi made the remarks on January 20, 2025, while giving a lecture of opportunity to the mobilisers, where he urged them to adapt to modern economic realities to ensure a prosperous future, emphasizing that the way of doing things must change, including how they think.
“The reason why the youths went to school was to gain knowledge and skills and to create a new level of development, but the colonial education system has deliberately kept most Ugandans dependent,” Col. Katabazi said.
Challenging the mobilisers to grow raw materials like coffee and cotton for export, Col. Katabazi cautioned them against believing in foreign powers.
“The historical beliefs brought by colonial narratives like The Europeans discovered Lake Victoria, source of the Nile are misleading. How could anyone discover the Nile River or Lake Victoria when the people of Busoga were already living there?” Col. Katabazi asked.
He highlighted the concern about government programs like the Parish Development Model that are meant to uplift the poor but, however, expressed concern over some parish chiefs exploiting the program by demanding bribes from the beneficiaries.
“The PDM beneficiaries are to get UGX 1 million, but instead, some parish chiefs are demanding over 200,000 shillings for bribes, and yet the same Uganda is supposed to pay back the full amount of the money, which is exploitative, “he noted.
In his conclusive remarks, the deputy ISO boss called upon the youth to be patriotic and focus on productive activities, stressing the vital role of every citizen in shaping Uganda’s future.
