Apac Municipality Officials Arrested Over Alleged Abuse of Office

Police in Apac District have today, October 5, 2023, arrested the Senior Assistant Town Clerk, Douglas Odoc, and the Treasurer of Agulu Division, Bob Bongo Rukis, on charges of abuse of office and money diversion totaling Shs26.7 million from the Discretionary Development Equalisation Grant (DDEG).

The arrests were made following a directive issued by Apac Resident District Commissioner George Abudul, who acted upon the complaints filed by division leaders against the two officials. Both suspects are presently detained at the Apac Central Police Station pending further investigation.

The diverted funds were originally allocated by Apac Municipal Council for the construction of the division headquarters, a project that has been stalled for over six months. The trouble began when Agulu Division chairman, Mr. Julius Okello, locked division offices due to suspicions of fund misuse.

Odoc admitted to the fund diversion and lack of adherence to DDEG guidelines.

“I admit that this fund was diverted. I admit that I was reluctant to follow the budget because I didn’t work on it. I was reluctant to follow the budget according to the DDEG guidelines,” said Odoc.

The investigation into these allegations is now underway, with law enforcement authorities working diligently to gather evidence and build a strong case against the arrested officials. The details surrounding the alleged misconduct and the scope of financial irregularities have yet to be disclosed, but authorities are dedicated to ensuring a thorough examination of the matter.

Residents of Apac District hope that this arrest will serve as a clear message that malfeasance in public office will not be tolerated.
