Appalling State of Roads Impede Tourism in North-Eastern Uganda

The Karamoja Cultural Festival, a celebration of the Karamoja region’s rich heritage, is undeniably a must-attend for everyone. However, the journey to the festival was a hard test and an eye-opener on the road infrastructure and tourism in north-eastern Uganda.

Our trip to the festival on September 2, 2024, highlighted both the promises and challenges of tourism in this region, confirming the urgent need for improved road network improvement to fully leverage Uganda’s tourism potential.

Our long-anticipated journey to the Karamoja Cultural Festival turned into a nightmare. From the moment we turned to Kitgum onto the Kitgum-Karenga Road, conditions quickly changed. The road, in desperate need of repair, transformed our trip into a grueling ordeal that lasted nearly four hours. Despite our efforts, we found ourselves stranded. Thankful there was a patrol car that found us on the road and rescued us.

The poor state of the road not only spoilt our journey but also gave us a broader issue facing tourism in the region. The Kitgum-Karenga Road, a crucial link between Kitgum District and the Karamoja region, exemplifies the infrastructure challenges impacting tourism in this area. Despite the excitement surrounding the Karamoja Festival, the terrible road conditions serve as a significant deterrent to potential visitors.

This issue is particularly disheartening given the untapped potential of Kidepo Valley National Park for Uganda’s tourism sector. Covering 1,442 square kilometers, Kidepo is a biodiversity haven, home to nearly 500 bird species and 86 mammal species, including some of Africa’s most iconic wildlife. Yet, it remains isolated in the remote northern reaches of Uganda. The park’s potential to attract tourists and generate revenue is immense, but it is currently hampered by the poor state of the access roads.

The recent approval by Parliament to borrow approximately €110 million for upgrading the Kitgum-Kidepo Road is a promising development. This investment will enhance connectivity, boost tourism, and stimulate regional development.

During a parliamentary session on April 30, 2024, Henry Musasizi, Minister of State for Finance, emphasized the significance of this project, noting that improving the road will facilitate easier access to Kidepo Valley National Park, thereby promoting tourism and contributing to the economic development of the Karamoja sub-region.

While this progress is encouraging, it is reasonable to expect that, given the advanced knowledge of the Karamoja Cultural Festival and the anticipation of both local and international visitors, authorities should have planned for road maintenance in preparation for the event.

The current state of the Kitgum-Karenga Road not only disrupts immediate travel but also undermines Uganda’s broader tourism strategy.

As a country renowned for its wildlife and natural beauty, failing to provide the necessary infrastructure hampers its ability to attract and retain tourists. A well-maintained road network is not merely a convenience but a crucial element of a successful tourism strategy.

Moreover, the challenges faced by tourists, such as those we experienced, can discourage future visitors. If reaching major attractions like Kidepo Valley National Park is fraught with difficulties, potential tourists may be dissuaded from making the trip altogether. This not only impacts visitor numbers but also affects the overall perception of Uganda as a tourist destination.

Enhancing road networks and other tourism-related infrastructure is essential for improving travel experiences and realizing the full economic potential of Uganda’s tourism sector.
