President Museveni Appoints Maj. Gen Otto as new Commander for Operation Shuuja

H.E Yoweri Kaguta Museveni, the President of the Republic of Uganda and also the Commander in Chief (CIC) of the Uganda People’s Defense Forces (UPDF) has appointed Maj. General Richard Otto as the new command of Mountain Division and he will oversee Operation Shuuja.

He has replaced Maj. Gen Dick Olum who has been appointed to represent Uganda in South Sudan Stabilization Mechanism.

This development was confirmed by Col Deo Akiiki the deputy spokesperson in the UPDF on Monday May 13, 2023.

“The Commander in Chief has made changes appointing Maj. Gen Dick Olum to represent Uganda in South Sudan Stabilization Mechanism while Maj. Gen Richard Otto has been appointed as the new command of Mountain Division and therefore he will be overseeing operation Shuuja,” Col Akiiki said.

He stated that the appointments take effect immediately and wished the generals the best of luck with their new appointments and assignments.

In June 2023, Otto was promoted from the rank of Brig Gen to Maj. Gen after he was appointed the chairperson of the South Sudan Stabilization mechanism.

In October 2022, Maj. Gen Olum was appointed commander of Mountain Division replacing Lt Gen Kayanja Muhanga.
