UPS Urges Prison Officers to Exhibit Professionalism in Population and Housing Census Exercise

Frank Baine, Commissioner of Prisons in Charge of Corporate Affairs (CCA), has urged prison officers’ enumerators and supervisors to exhibit the highest level of professionalism and ensure a successful exercise in population and housing censuses.

He made these remarks on May 10, 2024, while presiding over the commencement of the National Population and Housing Census at Uganda Prisons Luzira.

“The Prison officers are committed to their work and do not seek distractions. They enjoy taking on tasks and doing them well,” Baine stated.

He further emphasised the importance of accurate data collection, which will inform policy decisions, development plans, and resource allocation.

Baine added that a total of 397 enumerators and 125 supervisors, all uniformed prison officers, will be conducting the exercise in 269 prison units, grouped in 19 regions, trained and equipped by the Uganda Bureau of Statistics.

“These enumerators are using virtual technology to collect data efficiently and accurately provided by the government of Uganda,” Baine stated.

He explained that the reason why Uganda Prisons decided to use prison officers is that they understand the prisoners, and an outsider may end up losing focus on the exercise.

Baine further revealed that the exercise, which will last for 10 days, aims to count over 77,000 prisons and 14,198 staff and their families in UPS.

The National Population and Housing Census 2024 commenced on May 9, 2024, and is held every 10 years, with the last exercise being conducted in August 2014.
