UNEB Exam Malpractice: Multiple Arrests Made Including 2 Headteachers and a Chief Invigilator

In a statement released by Jennifer Kalule Musumba, the principal public relations officer at Uganda National Examinations Board (UNEB), by the end of the third day of the Uganda Certificate of Education (UCE) examinations, police and other security agencies had arrested several people involved in examination malpractice in different parts of the country.
“In Kampala Kabalagala Makindye division, police arrested the chief invigilator at African Pearl Secondary School on suspicion of providing external assistance for the Chemistry paper to students. This was during the practical paper of Chemistry on October 17, 2023. A piece of paper with answers was found in the examination room where the invigilator was supervising. Investigations are ongoing,” said Kalule.
The others arrested are head teachers and teachers from Naggalama, Kwania district, and Mitooma district for sharing electronic material with students and on a WhatsApp group of the school.
Section 28 of the UNEB Act 2021 notes that it is an offense to damage or destroy an examination paper, examination material, or any other information. The act states that any person found guilty will be liable for the offense and is punishable by a fine of one thousand currency points (20 million shillings) or a term of imprisonment not exceeding five years, or both.
