KCCA City Planner Raises Concerns over Disturbing Urbanisation Trend

Musisi Flavia Zabali, the professional city planner and GIS analyst with Kampala Capital City Authority (KCCA), has warned about the urbanisation trend in the city, saying it is worrying.

Zabali made these remarks during the Kampala City Land Administration and Management Conference 2023, congregated by KCCA, which was held at the Mestil Hotel in Kampala on September 27, 2023.

“The urbanisation trend in the city is worrying. Urbanisation is not bad, but how we do it is. We are urbanising negatively, and we need to improve on this,” Zabali said.

She was taking the team through the state of city land management, key stakeholders and their mandate, and land challenges in the city.

She mentioned some of the major causes of land management challenges, such as the land tenure system, subdividing of wetlands for plots, arm twisting of technical staff to approve illegal plans, and enforcement of uniformed and armed staff at illegal sites to restrict others, among others.

“The key interventions to counter the challenges include the implementation of the Kampala Physical Development Plan, the multimodal transport master plan, and detailed neighbourhood planning in the city,” Zabali added.

She urged stakeholders to work together to implement the recommendations because they can lead to positive urbanisation.

The event provides stakeholders with a platform to unite them both as individuals and organisations with a shared commitment to craft strategic interventions that will drive transformative progress in Kampala City.
