The Ministry of Energy and Mineral Development (MEMD) is seeking to forge a long-lasting alliance with Singapore’s Chandler Institute of Governance (CIG) with the objective of enhancing the team’s capabilities to deliver exceptional public service.
This was stated by Irene Bateebe, the Permanent Secretary of MEMD, alongside the heads of departments of the Ministry of Energy and Mineral Development on Tuesday, September 12, 2023, who met with the CIG team at Amber House in Kampala.
According to Bateebe, both parties agreed to collaborate on organisational development and performance management.
“We understand that strong nations are built on the cornerstone of robust public service,” she stated.
The CIG team is in Kampala for high-level discussions aimed at boosting Uganda’s public service delivery and fortifying Uganda’s standing as a resilient nation. This visit comes on the heels of a programme launched in July by CIG’s training arm, the Chandler Academy of Governance (CAG).
Bateebe emphasised the ripple effect of successful governance on national well-being, adding that courses like these bring African public sector executives together to share views and learn from one another.
She said that the CIG is currently undertaking a scoping mission in Uganda with the aim of identifying improvement areas, including shaping institutional culture, building trust, refining communication tactics, managing compensation effectively, and creating strategies for transitioning policies from paper to practice.
The Executive Director of CIG, Wu Wei Neng, informed the stakeholders in Kampala that the programme is meticulously tailored to integrate the unique African context, stressing the role of trust and effective governance as pillars for development.
The team is slated to engage the Head of Public Service, Ms. Lucy Nakyobe, and the leaders of the Ministry of Public Service, among others.
The Chandler Institute of Governance is a global non-profit focused on bettering governance. They work with governments to develop skills, share best practices, and improve public service management.
Leaders from all agencies operating under the Ministry’s umbrella, including the Petroleum Authority of Uganda and the Electricity Regulatory Authority, attended the meeting.
