Maj. Gen. Otafiire Asks Prison Officers to Embrace Five Characteristics of Gov’t

On Friday, July 7th, 2023, a total of 20 Prisons officers completed a four-month Intermediate Command and Staff Course at the Prisons Academy and Training School – Luzira.

The pass-out ceremony was presided over by the Chief Guest, Maj. Gen. Rtd. Kahinda Otafiire, the Minister for Internal Affairs.

The aim of the course is to equip participating prison officers with advanced intellectual and practical approaches to correctional services with a view to augment the efficiency and effectiveness of the service.

In his speech, Maj. Gen. Otafiire urged the officers to keep observing discipline, the ethical code of conduct, and the roles of state institutions in nation-building.

He encouraged them to embrace the five characteristics of government, which include Cohesion, No corruption, Integration, Patriotism, and Faultless Service delivery.

“You must be more vigilant wherever you are and at all times guard against any possible attacks on any Government installations and personnel”, he noted.

While speaking to the officer, Dr. Johnson Byabashaija, the Commissioner General of Prisons (CGP), congratulated the officers upon the successful completion of the training they have been undertaking for the last 4 months.

“You are now ambassadors; you are expected to improve performance in your respective fields. Stick to the core values of UPS for your professional development as career prison officers,” he said.

Dr. Byabashaija said the course aims at enhancing the capacity of middle-level managers since they are implementers of operational policies and activities.

He further emphasised that the course is intended to improve the knowledge, understanding, attitude, skills, and behaviour of participants towards the professional execution of the UPS mandate as stipulated by the 1995 Constitution of the Republic of Uganda as amended.

The journey towards the achievement of UPS’ mandate and mission and contribution to national development necessitates continuous scaling up of the capabilities of human resources at all levels of operations.
