Brig Gen Otto promoted to Maj Gen, to monitor South Sudan peace deal in new role

President Yoweri Kaguta Museveni, the Commander in Chief of the armed forces has promoted Brigadier General Richard Otto to the rank of Major General and appointed him the Chairperson of Security Supervisory Mechanism (SSM) in South Sudan.

His new role comes with monitoring Chapter 2 of the peace agreement which stipulates peace and security. Maj Gen Otto has previously served as 3rd Infantry Commander and a Uganda Contingent Commander in Somalia.

The Intergovernmental Authority on Development (IGAD) has Uganda, Sudan and South Sudan as the three guarantors,  with President Museveni as the chairperson.

Col Deo Akiiki, the UPDF Deputy Spokesperson confirmed Otto’s promotion.
“The UPDF fraternity congratulates the General officer for a well-deserved promotion and wishes him good luck in his next assignment,” he said.
