🇺🇬 President Museveni orders arrest of Greater Masaka PDM officials over extortion
📌President Yoweri Museveni has directed the head of State House Anti-Corruption Unit (SHACU) Brigadier Henry Isoke to arrest all Parish Development Model (PDM) officials in the districts of Greater Masaka region implicated in extorting money from beneficiaries. The President noted that some PDM officials who were identified in a report authored by Internal Security Director General Col Charles Oluka, demanded illicit charges which he had warned about before. The President also ordered that all those who took the Emyooga money but failed to pay back should be arrested and forced to pay. He made the directives on May 3, in a document he wrote to the Prime Minister Rt Hon Robinah Nabbanja.

🇺🇬  NWSC’s Eng Silver Mugisha’s ‘very good’ performance earns him more five years in office
📌The National Water and Sewerage Corporation (NWSC) Board has re-appointed Eng. Dr. Silver Mugisha as Managing Director on a five-year- term.  The NWSC board chairperson, Eng. Dr. Badru M. Kiggundu, at a press conference, rated Dr Mugisha’s performance as very good and handed him a new contract until 2028.
“Under the leadership of the Board and Managing Director, the NWSC has made significant performance strides during the last ten years (2013-2023). Because of the notable performance by the Managing Director and his management team, the Board of Directors of National and Sewerage Corporation, acting in full compliance with Section 16 of the NWSC Act, has re-appointed Eng. Dr. Silver Mugisha as the Managing Director of National Water and Sewerage Corporation for the period 2023-2028,” Dr. Kiggundu announced.

🇺🇬 UNEB sets registration deadline for PLE, UCE and UACE candidates
📌The Uganda National Examination Board (UNEB) has set  registration deadline for candidates at the Primary Leaving Examinations (PLE), Uganda Certificate of Education (UCE) and Uganda Advanced Certificate of Education (UACE) levels. According to UNEB, normal registration fees are expected to be paid before May 31, 2023, late registration between June 01 and 30 and very late registration by August 01, 2023. Jennifer Kasule, the UNEB spokesperson says that Primary seven candidates will pay normal fees of Shs34,000, senior four candidates, Shs 164,000 and senior six candidates to pay Shs 186,000. She said a surcharge for late registration for PLE will be Shs68,000, UCE Shs 246,000 and Shs 279,000 for UACE respectively.

🇺🇬 Parliament approves Shs2M fine or imprisonment for overspeeding in amended Traffic and Road Safety Bill, 2023
📌Parliament has approved the Traffic and Road Safety (Amendment) Bill, 2023 which will among others provide for a speed limit in the Act to ease the control of speed limit through the express penalty scheme. According to the passed bill, a person who fails to comply with a speed limit set under Subsection (1) commits an offence and is liable, on conviction, to a fine not exceeding Shs2M or imprisonment not exceeding three years or both.

🇺🇬 HIV infections in border districts worry MPs
📌The Committee on HIV/AIDS led by Hon Sarah Kayagi has asked for Government intervention to curb the spread of the HIV Virus in the border districts of Tororo and Busia. This was discovered during the committee’s oversight visit to assess the impact of HIV/AIDS among the population with emphasis on commercial sex workers, drug addicts and people involved in acts of homosexuality. Statistics from the Ministry of Health indicate that the prevalence of HIV/AIDS in Tororo District alone was at six per cent in 2020 and that there were 893 new infections.

🇺🇬 UWESO attributes big number of street children to poverty
📌The National Chairperson of Uganda Women’s Effort to Save Orphans (UWESO) Olive Lumonya says the increasing number of street children is due to domestic violence and poverty. Lumonya says most of the children who are under the rehabilitation at Masuliita Children’s Home are mostly Karamojong and that they are brought on streets to work as beggars.

🇺🇬 BUKWO: Parish Chiefs admit to embezzling collected revenue funds
📌The Kamet Sub County chief has given a five-day ultimatum to five parish chiefs to remit about Ugx 1.5 million they collected as revenue but embezzled. The Yemitek Parish chief failed to remit shs 285,000,  Borowon parish chief embezzled shs 60,000 whereas the Kapkumolon parish chief stole Ugx150,000.  Members in a committee meeting were also shocked to hear that the Kamet and Mukulei parish chiefs went away with Ugx514,000 and Ugx455,000 respectively. Surprisingly they accepted the accusations and committed to pay when they get May salaries. Kamet Sub County has incurred a financial loss of Ugx1.5 million.

🇺🇬 KITGUM: Residents get clean water supply
📌Ministry of Water and Environment, through the Northern Umbrella of Water and Sanitation has commissioned a Shs498M water supply system in Omiya sub-county, Kitgum District. The Ministry undertook system improvements and network extension works for Omiya Anyima sub-county in 2018, following a memorandum of understanding between the water ministry and USAID to support three umbrella organisations that include Central Umbrella, Northern Umbrella and Eastern Umbrella.

📌The hereditary chief of Kigulu chiefdom in Busoga, Prince Gideon Ngobi Gologolo has promised to work with his newly appointed cabinet to promote unity of purpose, fight corruption, ignorance and solve misunderstandings in his chiefdom. Speaking after appointing the new ministers of Kigulu chiefdom at the headquarters of Obwa Ngobi Bwa Kigulu, Gologolo vowed to ensure that Kigulu regains its lost glory. He said with the support of his new cabinet, he will cause corrupt officials in his chiefdom to face the law in courts of judicature.

🇺🇬 KABAROLE: Government releases over UGX 3 Billion to 52 PDM SACCOs
📌The Government has released over UGX 3 billion to 52 Parish Development Model SACCOs of Kabarole District, with each SACCO receiving over UGX 59 million. The RDC Kabarole Festus Bandeba says that each SACCO will receive over 59M as more will be sent later, totalling to 100M. Bandeba thanked President Museveni for his efforts of transforming Uganda from a subsistence economy to cash economy.

🇺🇬 LIRA: University suspends students for rioting
📌Four students of Lira University have been suspended for alleged participation in the recent demonstrations regarding the allowances of government-sponsored students. The suspended students include Ronald Mbinga Kule, Lubwama Joseph, Serrwaga Joshua and Mutebi Rodney Christopher. They were asked to vacate the university premises and never to be seen anywhere near the university as investigations go on.

🇺🇬 KWEEN: 216 graduate at Sebei Zonal Industrial hub graduate
📌The Directorate of Industrial Training (DIT) has awarded over 216 student graduates from Sebei Zonal Industrial Hub. The graduates received level 1 certificates in skills such as bakery, block making and stone cutting, shoe making, tailoring and knitting, Coffee and maize processing, welding, hairdressing and many others. The Presidential Industrial Hubs have revolutionised the youths and promoted social economic  transformation.

🇺🇬 KATAKWI: Minister Ogwang donates Ugx27 million to women groups
📌The Minister of State for Education and Sport, Peter Ogwang has launched the distribution of a Ugx27 million booster fund to support 9 women saving groups in 9 villages of Palam sub counties. Minister Ogwang who is also the Ngariam County Member of Parliament tipped women to use the money to create wealth in their families and communities in general. The funds were given out to the villages of Odoot and Okwamumwar parishes in Palam sub county.

🇺🇬 RUBANDA: Boda Boda rider kills brother over land
📌The Police in Rubanda District are on the hunt of a one Richard Nahurira also known as Rutima, a boda boda rider for allegedly murdering his brother, one Kamugisha Brian, 20, over land fight. According to Kigezi Region police spokesperson, ASP. Elly Maate, the two residents of Kitumbezi village in Bubaare Ward, Bubaare town council quarrelled as they visited the said piece of land. In the heat of the quarrel, the suspect hit the brother with a hoe on the forehead and he died instantly. The body of the deceased was taken to Kabale Regional Referral Hospital.

🌍  Tanzania, DRC strengthen trade ties
📌Tanzania is eyeing more port business from the Democratic Republic of Congo (DRC) with an offer of exclusive transit clearance for cargo, signalling more competition with neighbours Kenya for the lucrative market. A delegation of DRC business people and Customs officials led by the Director of Customs and Excise, Rene Kalala Masimango toured Dar es Salaam and Tanga ports, to assess the offers and the business environment including tariffs and clearance times. At the Kwala Dry Port, there is 10-hectare area allocated for handling DRC cargo passing through the Dar es Salaam. Tanzania’s Ambassador to DR Congo Said Juma Mshana said the Congolese were in Tanzania to strengthen trade between the two neighbouring states.

🌍 African leaders to mediate in Russia-Ukraine crisis
📌 Six African leaders plan to travel to Russia and Ukraine as soon as possible to help find a resolution to the ongoing war, South African President Cyril Ramaphosa said on Tuesday.  Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy have agreed to receive the mission and the African heads of state, in both Moscow and Kyiv. Ramaphosa said he had held separate telephone calls with Putin and Zelenskyy over the weekend, where he presented an initiative drawn up by Zambia, Senegal, the Republic of Congo, Uganda, Egypt and South Africa.

🌍 Lesotho declares night curfew after murder of Journalist
📌 The Kingdom of Lesotho has declared a night curfew after a prominent investigative journalist was shot dead in the capital, Maseru, by unknown gunmen.  Ralikonelo Joki was killed shortly after he left work at the privately-owned Tsénolo FM radio on Sunday night. Minister of Police Lebona Lephema, in a televised address on Monday, said there would be no movement from 22:00pm to 04:00am local time starting Tuesday.  Mr Lephema said the curfew is to ensure order is restored amid escalating crime cases in the country.
