SHACU: Gulu City Commercial Officer Remanded Over PDM Funds

The State House Anti-Corruption Unit, in liaison with the Uganda Police Criminal Investigations Directorate (CID), arraigned Mr. Komakech Nickson Atemo, the Gulu City Commercial Officer, yesterday, May 9, 2023, before the Gulu Chief Magistrates Court on charges of giving false information in relation to the mismanagement of PDM funds.

It is alleged that Mr. Atemo gave false information that he had conducted trainings of town agents, SACCO leaders, and PDM trainers in the 32 wards of Gulu City. However, the said trainings were never conducted, yet he had received funds for the said activities.

Following an outcry from the general public in the Acholi sub-region about the mismanagement of the PDM program, President YK Museveni issued a directive to the State House Anti-Corruption Unit to investigate the public concerns.

In March 2023, Brig. Gen. Henry Isoke embarked on an investigative tour within the Acholi sub-region to find out allegations of the mismanagement of funds meant for the Parish Development Model (PDM) in the area.

Upon interaction with community representatives who aired out their grievances and concerns, it was found out that funds meant for the trainings about PDM were mismanaged, and indeed, trainings were not conducted.

The accused, Mr. Atemo, has been remanded until 26th May 2023, when he will appear in court for hearing.
