The Commander in Chief of the armed forces, HE Gen YK Museveni has on 13th July 2022 appointed Brig Gen Robert Freeman Mugabe as the new chairman of General court Martial replacing Lt Gen Andrew Gutti.
The appointment follows the expiration of Lt Gen Andrew Gutti’s term in office on June 9th, 2022, and is headed for retirement at the end of the year.
Mugabe, was promoted to the Brigadier rank from Colonel in April 2021.
By the time of this appointment, he has been the adjutant general at UPDF Forces headquarters in Bombo since 2020.
President Museveni appointed 24 members of the court martial and renewed the contracts of four members who were under Lt Gen Andrew Gutti.
Among the members were col.Joseph Ecelare Okalebo, Lt Col. Sam Ntungura. Major Angella Catherine Laker, Captain Lucy Nicole Etoroi, Captain Abdu Basajjabala, and Warrant Officer One, Oyar Boris Mark.
On the reserve team are Col Emmanuel David Muhanguzi ,Col David Ociiti Kidega,Lt Col Patrick Matovu , Lt Col Sabasitiano Bbosa , Lt Col David Baguma ,Maj Stephen Etumidde ,Maj Cyprian Sande Magezi ,Maj Jubilee Omax Denis ,Capt Grace Mbabazi and Capt Christine Sayuni whereas Lt Col Raphael Mugisha and Capt Ambrose Guma have been retained as army court prosecutors.
According to the statement, the president also retained Lt Col John Bizimana as the court’s secretary and Maj Kamanda Mutungi as the defense council.
Lt Gen Gutti was appointed in May 2016 as the army court chairman to replace the late Maj Gen Levi Karuhanga who died earlier that month.
He has since then been reappointed in the same position five times by the president.
He still remains the commandant of the Senior Command and Staff College (SCSC), Kimaka in Jinja City.
Lt Gen Andrew Gutti is among the list of generals and senior UPDF officers set for retirement in the forthcoming retirement exercise by the army.
